I have discovered that when you use the FCKeditor to create a new folder - the folder is created with 755 permissions. In order for the thumbnail generation in FCKeditor to work in the resource browser the folder needs to be 777 by default.

Additional comments about closing: Gonna close this one off, chmod settings can be changed in the system configuration settings.

Tools > Configuration > File Manager Tab:
New File Permissions
New Folder Permissions
Or does this only apply to the built-in file manager and not MCPuck
