Details
I've created a role called "Editor". In the "configuration management" section the only items checked are:- use the file manager
- Manage site META tags and keywords
The Editor role is not allowed to access chunks, snippets, plugins, modules (except to run) or templates.
I then created a user called "editor" that uses the role "Editor". When I log in with the editor user there is no resources tab. Therefore I cannot access the file manager.

Also note that I just added some related bugs. :)

Tested and confirmed as being implemented as of commit #1848.
